<td valign="top">Dear Friend,&nbsp;</p>
<p>I returned to Washington today after spending the last week traveling across the 20th Congressional District.  I had the opportunity to meet with many constituents, including a variety of small business owners, union members, health care professionals, and others.  In Warren County, I also toured Praxis and AngioDynamics, two medical device manufacturers.  As you may know, the medical device industry is vital to our Upstate New York economy.  However, the industry is facing significant challenges, including the threat of a new tax that was part of the President’s healthcare overhaul as well as overregulation and lengthy delays on the part of the FDA.</p>
<p>In Dutchess County, I toured the County Sheriff’s Office and taped an interview with Cablevision’s Meet the Leaders.  For those of you who have Cablevision as your provider, hopefully you’ll be able to watch that Meet the Leaders episode when it airs over the next few weeks.</p>
<p>In Greene County, my wife Mary Jo and I were able to attend a concert in Tannersville, hosted by the Catskill Mountain Foundation, to benefit our local communities trying to recover from last year’s storms.  Volunteers are still needed, so if you’re interested in helping, particularly in Prattsville, contact Tracy Gockel with Huntersfield at 518-925-4861.  You can view a story about the concert here:<a href="http://chrisgibson.house.gov/Components/Redirect/r.aspx?ID=220348-30994711" target="_blank">http://chrisgibson.house.gov/Components/Redirect/r.aspx?ID=220348-30994711</a>.</p>
<p>Prior to returning to New York, the House passed in a strongly bipartisan fashion the House-Senate agreement that will extend the payroll tax cut through the rest of the year.  This legislation also strengthens Medicare by ensuring seniors can still have access to providers, and reforming and extending unemployment insurance.  We need to do more with less in Washington, and I believe it was important that we ask federal workers, including Members of Congress, to bear a little more of the burden of the total cost of this bill – just as private sector workers have already been doing.  While this is not the perfect agreement, in an era of divided government, this allows my constituents to keep more of their money, defunds part of the President’s healthcare law ($11.6 billion), and is a reflection of how we have changed the way business is done in Washington by requiring spending on programs such as unemployment insurance be offset.  The Senate passed this legislation immediately following the House’s vote, and the bill was signed into law by the President.</p>
<p>The President also recently presented his budget for Fiscal Year 2013 to Congress.  While the President’s budget request makes some noteworthy investments, including in rural broadband and emerging technologies &#8211; like nanotechnology &#8211; it is plagued by a continued reliance on increased taxes and deficit spending.  Instead, we must reform our tax code to eliminate unnecessary corporate tax loopholes so that we can lower overall rates for hardworking families and small businesses, allowing them to keep more of their money.  Additionally, the President, by refusing to put forth a proposal to address Medicare’s impending insolvency, jeopardizes the future of that critical program our seniors rely on.   He also again underfunds the LIHEAP program, which families across Upstate New York need to keep their homes heated in these cold winter months.</p>
<p>We also started hearings on the President’s defense budget in the House Armed Services Committee.  I firmly believe it is possible to reorganize our national security establishment to make us safer for less costs, as I wrote about in the Times Union (http://chrisgibson.house.gov/Components/Redirect/r.aspx?ID=220349-30994711).  I am looking forward to continuing to work on this issue on the Committee.</p>

<h1>Washington Update</h1>
<p>Dear Friend,</p>
<p>On Tuesday, we began the Second Session of the 112th Congress.  It has been a distinct honor and a privilege to serve as your representative over the past year.  As we begin 2012, I look forward to continuing to make progress toward our three goals: growing the economy, working towards a balanced budget, and protecting freedoms.</p>
<p>I also wanted to take this opportunity to report to you on some of our accomplishments in 2011, in my one-year report below (which you can also find <a href="http://chrisgibson.house.gov/UploadedFiles/2011_-_Year_in_Review.pdf">here</a>).  I look forward to your feedback on what we&#8217;ve done so far, and will continue to keep you updated throughout this year.</p>
<p><strong><br />
2011: A Year in Review</strong></p>
<p>Here are some of the notable actions I have taken during my first year representing the 20th Congressional District:</p>
<p><strong>Focus on economic growth</strong></p>
<ul>
<li>Voted for over 30 bipartisan bills to help small business owners and hard-working families.  These include protecting them from tax increases, rolling back duplicative and onerous regulations, and promoting American energy independence to drive down costs to help create jobs and enable families to keep more of their money.</li>
<li>Worked with Sen. Gillibrand to include $50 million in the National Defense Authorization Act for nanotechnology research and to study the necessity of creating a federal center focused on nano research, which would allow UAlbany to compete for the funding and designation.</li>
<li>Hosted a broadband symposium to bring together local officials, providers, and consumers to find ways to expand access to broadband for un-served areas, and sponsored a bipartisan, fully offset amendment that was signed into law that saved the rural broadband loan program.</li>
<li>Advocated for House Leadership to bring to a vote a ‘paid for’ infrastructure bill funding roads, bridges, and other transportation projects.</li>
<li>Voted for a proposal to reform our tax code to ensure everyone pays their fair share by eliminating unnecessary tax loopholes so that we can lower overall rates.</li>
<li>Voted to repeal and defund the President’s health care law and begin work on new solutions.</li>
<li>Served as a co-chair of the bipartisan Hurricane Irene Recovery Coalition to help Upstate communities rebuild. This effort resulted in FEMA aid, federal assistance for farmers, and money for towns and counties to rebuild infrastructure and help small businesses recover.</li>
</ul>
<p><strong>Restoring fiscal responsibility</strong></p>
<ul>
<li>Voted for a budget which encourages growth, works toward a balanced budget, and allows us to pay off our debt, while protecting important programs like Social Security, Medicare, and Medicaid.</li>
<li>Voted for every Fiscal Year 2012 Appropriations Bill that cut spending.  Discretionary spending was cut in both the 2011 and 2012 Appropriations Bills &#8211; the first time since World War II spending was lowered two years in a row.</li>
<li>Voted ‘yes’ on “Cut, Cap, and Balance,” which would have immediately cut spending, enforced caps on future spending, and sent to the states a constitutional amendment requiring a balanced budget.</li>
<li>Voted ‘yes’ on the Balanced Budget Amendment.</li>
</ul>
<p><strong>Protecting our freedoms and cherished way of life</strong></p>
<ul>
<li>Introduced the War Powers Reform Act, to change the way our country goes to war to restore the legislative-executive branch balance and provide the American people with a voice in the process through their elected Representatives.</li>
<li>Began the process of defense reform and improving our effectiveness in the war against Al Qaeda through authoring amendments to both the Defense Authorization and Intelligence Authorization to study consolidation and reorganization, both of which became law.</li>
<li>Voted ‘no’ on the Patriot Act extension, due to provisions infringing on 4th Amendment rights.</li>
<li>Voted ‘yes’ on the Right to Carry Act, protecting gun owners’ rights across state lines.</li>
<li>Ensured proper funding levels to support our troops and veterans.</li>
</ul>

<div><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;">Hudson, September 6, 2011 – The Columbia CountyBoard of Elections has consolidated election districts and polling sites in an effort to reduce election costs. Faced with increased costs to deliver elections caused by the mandatory use of the new optical-scanner voting machines, the board has consolidated the number of election districts county-wide from 58 to 52 and has reduced the number of poll sites from 42 to 34. The consolidation efforts will save taxpayers more than $35,000 each year.</span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;">The poll site changes take effect for the countywide primary election to be held on September 13 from noon till 9pm. There are countywide primary races for the Republican and Independence parties as well as various races in certain towns and in the City of Hudson. A list of races can be found at<a href="http://columbiacountyny.com/depts/elections/public.html" target="_blank">columbiacountyny.com/depts/elections/public.html</a>.</span></div>
<div><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;">“We understand the County is faced with great fiscal challenges, and we felt it important to streamline the voting districts and look for common-sense ways to reduce polling locations and save money,” said VirginiaMartin, the Democratic Commissioner of Elections.</span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;">Republican Commissioner Jason Nastke added that, “While sensitive to needing to keep voting accessible and local, many of our changes will require little additional travel to a polling location for voters. For example, the Village of Chatham had three poll sites. We consolidated election districts in the Town of Chatham and Ghent and created one poll site at the Chatham Primary School Gymnasium.”</span></div>

<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;"><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;">Residents whose polling location has changed will receive a green postcard from the Board of Elections indicating their new poll site. In addition, signage will be placed at the old poll site directing voters to the new location.</span></span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;">Following is a list of the poll site changes:</span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;"><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;"><strong>Town of Chatham: </strong>A town-wide redistricting reduced the number of election districts from four to three. Most residents in the Village of Chatham as well as those on White Mills Road and Merwin Road will now vote at theChatham Elementary School gymnasium, 50 Woodbridge Ave. Most residents that used to vote at the community center in Malden Bridge will now vote at the new Tri-Village Fire House in Old Chatham at 111 County Route 13. The remainder of voters will vote at Town Hall at 488 State Route 295, including residents living on Route 66 and on Rock City and Highland roads.</span></span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;"><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;"><strong>Town of Claverack: </strong>Residents that used to vote at the Grange Hall in Mellenville will now vote at theClaverack Town Hall, 836 State Route 217. The number of districts was reduced from six to five, but there were no other changes to polling locations.</span></span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;"><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;"><strong>Town of Copake: </strong>Residents should enjoy the addition of a second poll site, easing congestion at Town Hall. Voters who live on the south side of Pumpkin Hollow Road North, Sky Farm Road, Twin Bridges Road, and Route 344 will now vote at the Copake Recreation Center at 301 Mountain View Road.</span></span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;"><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;"><strong>Town of Ghent: </strong>Election districts numbers one and two were combined to form one district. This includes all residents in Chatham Village and those who live north of the area defined by the intersection of Kline Kill Creek and County Route 9. Voters in this district will now vote at the Chatham Elementary School gymnasium, 50 Woodbridge Ave.</span></span></span></div>
<div><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif; font-size: small;"><span style="font-size: small;"><span style="font-family: 'Default Serif', 'Times New Roman', Times, serif;"><strong>Town of Greenport: </strong>All residents except those in the southern portion of the town that vote at Becraft Fire Department will now vote at the Questar III Educational Facility located at 131 Union Turnpike (State Route 66).</span></span></span></div>

Residents who live on the north side ofHermitage Road, Walkers Mill Road and County Route 10 and those on the east side of County Route 19 to the north side of Scuderhook Road will vote at theLivingston Town Hall, 119 County Route 19. All other voters will vote at the Elizaville Fire House, 1575 County Route 19.</span></span></span></div>
